CWELCC guide · 2026 guidelines
CWELCC deadlines for Peel, Halton and Toronto centres.
Each Region sets its own CWELCC dates, and missing one can hold up funding or trigger a recovery. These are the dates a licensed centre needs on the calendar, with the payroll and tax deadlines that fall in the same weeks.
Funding and reporting
The dates the Region holds you to.
| When | What | Who |
|---|---|---|
| January 30 | Staff notices for planning time and professional learning go out | Peel |
| February 13 | Proof of staff communication sent to the Region | Peel |
| End of February | T4s and T4 summary filed; payroll reconciled to the funding reports | All employers |
| April 30 | Audited financial statements and the Financial Annual Information Return (FAIR) | Peel |
| 4 months after year-end | Audited financial statements and Standardized Financial Reports (SFRs) | Toronto |
| 120 days after year-end | Audited financial statements — April 30 for a December 31 year end | Halton |
| December 31 | Last day eligible costs count for the year; unspent allocation is recovered | All |
Dates follow Peel's 2026 guideline, Halton's April 2026 guideline and Toronto's reconciliation guidelines. CWELCC is administered by 47 service managers — regions, cities and district boards — and each revises its dates every year, so confirm against your own before relying on them.
Tax dates in the same season
What the CRA wants while the Region is asking.
| When | What |
|---|---|
| 15th of each month | Payroll source deductions for regular remitters |
| 2–3 months after year-end | Corporate tax balance due |
| 6 months after year-end | T2 corporate return (June 30 for a December year-end) |
| 6 months after year-end | T2 for an incorporated non-profit, plus a T1044 if it meets a CRA threshold; T3010 for a registered charity |
A calendar that works
January: set the spending plan against the new allocation; confirm wage floors and enhancement stacking; send staff notices.
February to April: close the prior year, prepare the reconciliation and the FAIR or SFRs, and get the file to the auditor early. Auditors are busiest in March.
May to September: quarterly check of spending against allocation and base-fee revenue against expected.
October to December: use the remaining eligible budget, including professional learning, and model next year's staffing costs.
Quick answers
What operators ask about deadlines.
What happens if the audited statements are late?
The Region can hold payments or start a recovery until the package is in. Ask for an extension in writing before the deadline, not after.
Do Peel, Halton and Toronto use the same forms?
No. Peel uses the FAIR, Toronto uses Standardized Financial Reports, and Halton has its own package. The underlying numbers are the same, which is why site-level books matter more than the form.
How many closure days can a CWELCC centre have?
In Peel, from January 1, 2026, a maximum of 20 planned paid closure days a year, no more than two weeks in a row or four weeks in a year. Unplanned closures do not count toward the 20. Peel wants 60 days' notice to families and written notice to the Region before you increase closure days, because the change can affect funding. Other service managers set their own limits.
Can we add these dates to our calendar?
Yes. The key dates page has a calendar you subscribe to once, including the childcare funding dates.
