CWELCC guide · 2026

The December 31 checklist for a licensed child care centre.

CWELCC runs on the calendar year, and most of what decides your reconciliation is settled before the year closes, not in the spring when the forms are due. This is the list we work through with centres in October, November and December — what has to be spent, paid, communicated and counted while there is still time to do something about it.

Before December 31

Nine things that cannot be fixed afterwards.

  1. Compare spending to your program cost allocation. Underspending is recovered, and it shrinks the amount in lieu of profit or surplus with it, because that amount is recalculated from your actual costs. If there is room left, the question is what eligible cost the program genuinely needs — not what can be bought quickly.
  2. Test anything unusual against the three principles. Attributable, appropriate, reasonable. A cost can be partly eligible, in which case the unreasonable portion is trimmed. If something is borderline, ask your service manager before you incur it, not after.
  3. Get the quotes for non-arm's-length purchases first. Work done by a family member, a friend, or a related company is eligible only at or below fair market value, and in Peel at least two quotes must be obtained before the purchase. A quote gathered in March to justify a December invoice is not the same thing.
  4. Check the wage enhancements were paid with each pay, all year. GOF, WEG, WCF and any wage stability amount must be paid at the same time as the base wage they enhance, on every cheque, including on overtime hours at the same hourly rate. One-time year-end payments of wage enhancements are not permitted, so a December catch-up does not cure a year of missed payments.
  5. Confirm the floors held all year. $25.86 an hour for RECE program staff and $26.86 for RECE supervisors, the WEG ceiling at $33.81, benefits claimed within the 17.5% cap. Raises, promotions and new hires part-way through the year are where the stacking order usually slips.
  6. Use the planning time and the professional learning money. Four paid hours a month for eligible program staff, and up to $500 a year per eligible full-time-equivalent for professional learning costs or paid learning time. Unspent, it is simply underspending.
  7. Count the closure days. The 20-day maximum for paid planned closures is a service-level condition, not an accounting one — and going over it puts funding at risk rather than just creating a recovery.
  8. Reconcile enrolment and base fee revenue to date. You want to know before year-end whether actual base fee revenue is running above the expected offset, and whether vacancy is running above the 5% the 2026 calculation assumes. A high-vacancy centre should be talking to its Early Years Specialist now, not in the spring.
  9. Stop charging mandatory fees you meant to drop. Every mandatory fee is base fee revenue, and base fee revenue reduces your funding pound for pound. If you resolved to drop one, the change has to be made and communicated before the year ends to affect this year's offset.

The accounting side, in the same window

Accruals. Wages, vacation, and employer costs earned in 2026 belong in 2026 whether or not they are paid by December 31.

Deferred revenue. Fee deposits count as base fee revenue when they are earned — applied to a child's care — not when they were collected.

Prepaids and capital. Amortisation is ineligible on assets bought after August 15, 2024, so the treatment of a purchase matters more than it used to.

Peel requires a December 31 year-end

In Peel, a December 31 fiscal year-end is a condition of CWELCC funding, along with audited financial statements and the FAIR by April 30. If your corporation has a different year-end, that is a conversation to have well before the audit is booked.

After the year closes

What is due, and what it is built from.

WhenWhatWhat it needs from your records
By January 30 (Peel)Tell eligible staff that planning time is available, and that up to $500 of professional learning support is available, using the Region's templatesProof of the communication — the email with personal addresses blocked, or a photo of the posted notice
By February 13 (Peel)Send the Region a copy of both communicationsThe same proof, emailed to the Early Years System Division
End of FebruaryT4s and T4 summary filed, and T4A slips where applicablePayroll records reconciled to the general ledger, with wage enhancements identifiable by staff member
Reconciliation (date set by your service manager)Actual eligible costs and base fee revenue, the provincial Standardized Financial Report, and the key performance indicatorsCosts categorised the way benchmarks are — program staffing, supervisor, accommodations, operations — plus headcounts for GOF, WEG, WCF, wage stability, planning time, professional learning and enhanced program support
By April 30 (Peel)Audited financial statements and the Financial Annual Information ReturnA closed, adjusted year-end. Multi-site providers: statements consolidated at the organisation level, FAIR at the site level
Six months after year-endThe T2 corporate return, and the T1044 as well where an incorporated non-profit meets the thresholdThe same adjusted figures. An incorporated non-profit still files a T2; the T1044 is in addition to it, not instead of it

The reporting is where a year of casual bookkeeping becomes expensive. The Standardized Financial Report wants costs split the way the benchmarks are split, and the KPI schedule wants counts of staff supported by each wage programme, individuals who used planning time and professional learning, hours of enhanced program support, and children who needed extra support. None of that can be reconstructed accurately in April from a shoebox — but all of it falls out of a chart of accounts that was set up for CWELCC in the first place.

The attestation

Someone signs for this.

After the year ends, the licensee submits an annual attestation, signed by an officer with signing authority — a director or equivalent — confirming that CWELCC funding was used for its intended purpose. That signature is the reason the year-end work matters: it is a representation about a year that has already happened, made by a named person, on figures that a third-party practitioner may later test.

It is also why "we will sort it out at reconciliation" is a poor plan. By the time the attestation is in front of a director, the wage enhancements were either paid with each cheque or they were not, the two quotes were either obtained before the purchase or they were not, and the closure days were either inside twenty or outside.

Quick answers

What operators ask us in December.

Can I pay the wage enhancements as a lump sum at year-end?

No. GOF, WEG, WCF and wage stability amounts must be paid at the same time as the base wage they enhance, on every pay, including for overtime hours at the same hourly rate. A one-time year-end payment is not permitted and does not fix months of underpayment.

What happens if I do not spend my whole allocation?

The unspent portion is recovered at reconciliation, and the amount in lieu of profit or surplus is recalculated from your actual costs, so it falls too. Persistent underspending can also affect future top-up allocations.

Do fee deposits count as revenue when I collect them?

No. Fee deposits are deferred revenue and count toward the base fee revenue offset when the deposit is applied to a child's care, not when it was collected. They must also be calculated on the reduced daily fee of $22 or less.

Does my centre have to have a December 31 year-end?

In Peel, yes — a December 31 fiscal year-end is a condition of CWELCC funding, with audited statements and the FAIR due by April 30. Other service managers set their own requirements, so check your own guideline before assuming.

Our centre is a non-profit. Do we still file a T2?

Yes. An incorporated non-profit exempt under paragraph 149(1)(l) still files a T2 corporate return. The T1044 information return is filed in addition, where a threshold is met — not instead. Only a registered charity files a T3010 in place of a T2.

What should we fix in the last quarter if we only have time for one thing?

Reconcile payroll against the wage rules, staff member by staff member. It is the largest number in the file, the one most often wrong in ways that cannot be corrected after December 31, and the one a compliance engagement is most likely to test.
